Well, it's both the state of CT, AND the driver's family's responsibility. Show me a teenage male, in a car with friends, & I'll show you a driver who will try showing off, by doing dangerously risky things behind the wheel, more times than not. They need to: 1) permanently revoke the Licenses of 1st time D.U.I. offenders, & 2) They need to raise the age of being legally allowed to drive, to at least 22. 17 year olds are not mature enough to drive responsibly.
