Clouds like this form because of strong low pressure systems. The low pressure system sucks up warm air from ground level into colder air into the sky. The differing temperatures, combined with the presence of condensation nuclei, start to form clouds. If the low pressure system is strong enough, the cloud will start to spin with the pressure system (counterclockwise). If the pressure gets stronger, a column of extremely strong low pressure will drop to Earth, AKA a tornado.

At 1 PM I was looking at a totally cloudless sky, then a puffy little white cloud popped up, and grew and grew. Within a few hours it was flooding in Santa Fe...the streets were running with silt-laden torrents.
I actually watched the one over Topeka (I just happen to live there)... It was so beautiful... but after a car not 10ft from me got hit with a "baseball sized" hail, I decided to go in the house lol
