Also they can corner the market on energy, if only certain people are deemed worthy of nuclear plant licenses. It is hard to compete with a nuclear company if you can't have another one competing. This is why Thorium Reactors are never pushed into the field. It would allow for a much safer and cheaper alternative. And since it is safer, more competition.
