If you can use VFW (Video for Windows) codecs, try x264vfw for the video stream. I use that all the time on my videos and have little trouble with YouTube.
Sony Vegas is Great, But it's a 6-700 Dollar Program, if you want ALL the features & professional effects. I've always wondered if the LPG Smell Would Gum up the compressor, I find it leaves a sticky smelly gunk when used with certain Propane regulators.
I would check your local classifieds for a used Core2Duo system, even an early core2quad. Pentium D was a horrid thing when new, and a cheap used core based system will run circles around it, and run cooler. I know here in the states, a used 300USD desktop would probably get you something with probably 3X the performance.
@Shoteen95 I agree with u there but better just go for the Core 2 Quad & be done with it not much difference in price these days, I use a Intel Core 2 Quad CPU myself its awsome, Q8200 @ 2.33GHTZ x 4

If you are installing Sony Vegas you will want to have around 4GB of RAM for it to run well. I see a few people are saying to get a better graphics card. It's not going to hep you with rendering, as most editing programs use the CPU. the bigest problem i see with that computer is a lack of RAM. 1 GB is not enough.
have a Zalman all copper cooler that may fit it. I was told that the GPU helps with video processing?, but if not I will focus on Ram more than anything
this little lenovo microtower/desktop sure does make a good heatpump tho :D

And yah Computer can throw off a hell of a lot of heat. I keep the heating vent in my Computer room closed all year. and it's always around 25c in there.
I'm sure you could make a bracket for it to slap on that processor, You've got a whole shop at your disposal. Break out some zipties and get that cooler on there. I've used many heatsinks on many chips they were not 'designed' to fit on, you just gotta get the mounting even and firm.
@Aussie50 You are correct aussie, having a decent dedicated GPU will help video rendering. I would recommend a decent cooler as well concidering your high temps in the summer. When you do get decent temps/cooler try and overclock the pentium D if you can as that will help with rendering times.
@Aussie50 hey mate, if you can find yourself a half decent nvidia geforce card would help greatly. something like a nvidia gt250 would work great for video editing/processing.
@Aussie50 I have edited videos on a computer with 512 mb of ram and a 16 mb really old GPU, that was my editing computer for about a year. It's annoying, but you can do it.

For uploading to youtube your best bet is to render it from vegas or whatever editing program you are using at as close to its original format as possible. for example if your camera records in MPG2 render it into MPG2. Then use a seperate compressor to compress it for uploading. Personally i use a free program called Handbreak to do this. Which converts to MP4 which i then upload to youtube. The MP4 files will be about 1/3rd of the size of the MPG2 files.

blast out the computer heatsinks with air, vacuuming doesn't even get half of it. Processors throttle down when they overheat. You could also check to make sure the power supply is giving out proper voltages.
Make a video with bigger file then use a converter to convert it to a different file format, it also makes the file smaller depending on the settings. I use Prism Video Converter.
Vegas is pretty great. I loved it when i used my old camera but ran into problems when i switched to a new camera. I had to find a balance between video quality and file size. I only have this problem because my camera uses AVCHD though.

the heatsink is good, but the PC is working overtime with no proper graphics card to handle the bulk of the rendering
