@Misana This is a cane (possibly bamboo?) which I use to rest my hand while I paint details which require a steady hand. Traditionally called a 'Maulstick' it would have a soft pad on the end to allow it to rest on the picture surface without damaging it. As I have my painting on a board the cane rests over the edge slightly raised on the other end so it doesn't touch the wet painted surface. Its a simple way to steady the hand. I hope this explains this peculiar device.
