@dreamtekeuphoric It's probably the capacitors. There are documents that show how to open that thing up -- if the tops of the caps are 'puffy' at the top, then that's the problem. I will be doing a video showing what the bad caps look like. Google the phrase 'capacitor plague' -- that will give you more info on the problem. I will be discussing a board level repair with a friend. If we can do it, we'll get back to you.

It could be indeed a capacitor problem, because i have seen a lot of socket 370 (your) motherboards with defective capacitors.
