They are locked, maybe you should of went to a bike shop and do more research before doing this video........there is a small key mechanism that when locked a small bar goes through the rear wheel...so if someone stole it they had to carry it everywhere...and all bike are licenced with ID number. Just 2 things that USA or other countries are lacking knowledge for.

I cant believe you think you can just walk around Japan and instantly know knowledge/ technology/ culture..like its that easy. lol
