At the begining, you can boost to do a spindash. Executed correctly, you'll gain enough power for a single boost. You should be able to gain a second by using that boost just before the first rings.
At 0:40-0:55 try taking the low path (ie. opposite of what you're "intended" to do) using speed boost, the light dash slows you when you land after it and you're not.
At 1:34 you could try taking the high road (use the poles) to shave a second or two off.

It's flat because I took all the shortcuts. If you don't take all the shortcuts, it's longer, and it's not as flat.
