I'm prety sure thisfrom the UK show 'Ready Steady Go' - I'm sure I saw this already on an RSG comp show years ago. Can't identify any of the musicians, though, but I reckon they are British.
You are spot on it is Ready Steady Go I have most of the show recorded on Betamax from about 1985. Channel 4 showed them around teatime I think they were repeated again later on possibly on the same evening.

but Rufus leans a lot towards funk, thats for sure.

It's straight up R&B folks. Blues + jazz + danceable rhythms that would later be called "funky" = rhythm & blues.
