ANA regulars. The commandos are much, much better. Keep in mind that the US is building an entire military from the ground up. Many of the talented fighters became a part of the Taliban, were killed by the Taliban in advance (Mehsud) or refuse to join the ANA and would rather fight for their local tribe. At one point the Iraqi army was a joke, but now they are self-sustaining. It takes time.
