I would like that to be the real tutorial area.I mean,it is awesome.I have seen other vids for it too.And in the actual game,when you reach that ladder at the end,you can see those staris that lead there...
if ur playing on the PS2, get to the next part of the level, in the apartment, or just get as far as you want,
then, using the level skip cheat code, which i won't post here, (google it) go back to this level, you should be able to do this, although it may be glitchy...
I've been to the unfinished training area on PS2 except I used a glitch to get here. if only we could access the River Seine part shown in one of Haistaja's videos without cheats on PS2! Too bad we would fall forever! If only the ps2 version had fly mod then I'd be able to access forbidden areas.
You can go to the training area without hack, you know?

you can do it without gameshark, though it'll be glitchy, and you won't see the cops.
