You would think so, but unless someone is sprinting, it can be done - especially from this distance. I'm a municipal police officer, and to carry beanbag rounds we had to qualify on a rubber cutout from distances up to, if I recall correctly, about 50 feet, hitting both thigh and forearm on demand. Looks daunting, especially with the cutout moving from your last round, but if you're any shot at all it's not too difficult.
