hes using ePSXe or other prog on computer, you cant do that on a console im pretty sure.

I had heard of this. Years ago, there was a tutorial on the net about how to do this kind of mods to GT2 cars; basically you have to look for certain addresses in the memory, (I remember a 80-0-80-0-80-0 column or something like that) and try, for each address, to change the value. It worked, but it was almost impossible to get some decent results from that. I ended up with cars like this lancer and a "Cadillac-tailed" Aston Martin DB7 (quite unusual).. it's a very boring and difficult technique

Yeah I used an evo 5 instead of an evo 6 thats why it happened. If you use any car other than an evo 6 its goes all weird like this.
