TBH, The greedy investors are responsible for losses that accrued. They were told they were making huge amounts of money each year, and got really greedy (refusing to take money out of scheme). Had they took money out 6 years ago they would have made large profits. They were gambling and they should take some responsibility for the losses. INVESTORS GREED allowed Madoff to keep the ponzi scheme running for so long.
