Germany blocked Finland from outside trade, causing lack of food and lots of starvation. Both Germany and USSR were deemed as great threats. It was only after winter war, when Germany became interested about Finland, when they saw the weakness of USSR and Finlands heroic struggle to keep independence and saw Finns as great potential allies.
