In order to get dual Micro Uzis, Tec9s, Pistols, Sawn-offs, you must train the particular gun to a certain level. I would just keep using it until it hits max, then you are guaranteed to have dual wield weapons.

Skulls are icons for "rampages" I believe. They are only important if you are trying to get 100%. If you google "GTA san andreas rampages" then you should find out where they are. However, they are not necessary for storyline completion.
