@CaldeAilis Of course you can get these cars. They have general automobile regsitrations as any usual car. They have to be registrated like normal cars, because on a rally you have to drive on non-closed roads, too!

You should not buy one for any other purpose, and Citroen sport wouldn't want you to ride it if you are going to use it for a street racing or something like that. I'm pretty sure they won't sell it to you if you don't have appropriate racing license and proper rally plans. Most people don't have those, so they can't, and shouldn't buy this car.
