But Saturninus had fallen in love with Tamora and stoopped cariing about Lavinia ....

saturninus, as emperor, has the power to take any bride he wishes, and titus, as a soldier, sees it as his first duty (and that of his sons) to obey the emperor in all things. saturninus and titus both judge bassianus to be a traitor for his refusal to give in to his emperor's wishes and cease courting lavinia, even if the emperor's wish is unjust and selfish.
Also, the English accents are used by the Romans. Lange is a Goth. It could very well be her way of setting Tamora apart from the others by speaking in a different accent. Pardon me if her sons have English accents in the film. I haven't watched far enough into it yet and didn't pay attention to their accents from their earlier lines.

yeah, but when Titus kills Lavinia at the end, any dunderhead can tell that Saturninus still loved her a bit. that's why he was so distraught.

You don't need a British accent to do Shakespeare. It's the acting and delivery of the poetry that's important.
