@laurzadoll, actually it's the other way around, lol. Herc, looked as though he was pulling, but he was actually lifting and pushing, but his hands were positioned as though he was pulling. This caused Carver to assume he was pulling in, which is why Carver pushed from the other side, when the others joined in this effect just repeated itself. So basically they were both pushing against each other rather than pulling. It also explains why the table went up in the air-tensile motion.
the scene is a medphor on how even though they are all cops, they are both on the same sides but all work against each other and thats why shit never gets through
