It depends what part of Germany they are in. The climate in northern Europe is quite cold. Regardless this polar bear is the cutest one I've ever seen. I wonder where its mother is. Usually they are with their cubs until the cubs are old enough to be on their own. Then again if the mother died or lives in captivity, maybe it is possible the zookeeper or one of staff members may own this polar bear. Who knows. Loll.

Sometimes the mothers can't take care of the babies for the first few weeks/months, and so it falls to the zoo staff to do it. If that's not the case, than yes, I agree with you. It's not a good idea to keep a polar bear as a pet...
