It's because the PS2 doesn't have the capabilities to handle that. It's an older system compared to the PS3 and XBOX 360, so they designed it for the newer ones so they could effectively utilize the capabilities of those - it's for the new systems, not the old. Eventually there won't be any more PS2 games coming out...
