Yes, that's Geezer Butler. He was in Ozzy's band during the No Rest For The Wicked tour (which encompasses the Moscow Music Peace Festival clip you see here) and he toured with Ozzy on the Retirement Sucks tour after Ozzmosis was released (he played bass on the record, too).
