@Zabil8585 It's a "spun sugar tool" you can google and find similar ones made out of metal.
This one was more of a homemade (I think by the instructor) - I saw this same tool (made out of wood) on display at the Wilton Headquarters that Wilton himself used way back when ... the tool hasn't really changed!

@Zabil8585 they can be made out of old wire wisks. just cutting the rounded tips off.
