The commisions take care of testing for boxing, Floyd should not impose additional testing. manny never said yes to test up until the fight, only up to 24 days before the fight. it's not that floyd 'finally' stepped up if pacquiao is the one who won't 'step-up' and take the tests. how can people hate the guy who wants to have the "even-playing field" and support the guy who's unwilling to take the tests? It's not about the tests not being necessary, the NSAC just doesn't have the funds to conduct the tests for all fights.
