  • Everything is a waste of tax payers money according to the public... I think they do a good job, and police officers shouldn't have to spend their time attending breakdowns and minor blockages in the carriageway. I would like to see more traffic cops out and about though.

  • really pissed off by that cop programme where a paki squirmed out of being nicked for using a mobile while driving by hiding his mobile in his cab and the useless cops couldent find it even though they saw him at point blank range. they should have searched until there was nothing left of the cab and charged him with the mobile offence and perverting the course of justice. PAKIS ARE LAUGHING AT THE HIGHWAY CODE.

  • These people cause grief with traffic jams and cars building up behind their vehicles like a domino effect when driving on the motorway as from a distance they have similar fluorescent stripes to police cars and people brake hard. I've seen it a million times and although they may do a good service, they should not have the same fluorescent stripes as the police or anything similar. I've even seen general construction type vans/cars with police stripes and this should also be prohibited.

  • I was a police officer doing Control Room administration for 6 years.......when I retired I applied for the HATO Control room staff..........I was rejected because I was overqualified.

    Thank God..Ive now got a proper job........

    Im not sure but get the impression that these HATO vehciles are not allowed to go faster than 60mph...to save getting involved with offences of speeding drivers doing 70 + mph.

    To be fair they are quite useful when towing a smashed car off the carriageway onto hard shoulder/verge to get traffic flowing again- more than plod would do in their Merc E class....

  • actually I think the HATO's are a good idea, surely doing trivial jobs that the police would otherwise have to do means the police have more free time to do the more important things, also if there is an accident it means the police can just clear the scene and leave to get on with their job while the HATO's clean up. personally i've had very good experiences with HATO's when I've broken down and i think that its probably better for them help me when ive broken down than the police.

  • i get the feeling its part of this plan to gradually try to give powers to people other than the police...see if they are given more powers in the future..same with the military...soon people on the street and traffic wardens etc will be given apparent power of arrest over other people. what do you think?

  • These people have no long term experience of working with traffic, most are just dole people & they are not a success at what they do ask your local Police and watch the Police smile when they give a response to this question, etc...and they are dangerous to work with HATO's & are just a PR stunt that has gone wrong. I guess it will be a matter of time before the Term Maintenance Contractors take them under their umbrella, that is what I am pushing for, then they will earn their money...

  • Before i got my job at the highways agency i was employed at my local supermarket, my main responsibilities were to cone off the isle and quickly deploy a mop after any major incident, such as a customer dropping any type of glass container causing spillage. My experiences with the use of the rapid response spillage equipment clinched it for me at the interview.

The last "crisp packet" that I stopped traffic to retrieve, was actually an 80 to 100lb piece of metal that had fallen from an LGV and damaged a number of cars, fortunately no motorcyclists had hit this "crisp packet" before it was removed - you can imagine the consequences. As for having no powers, I suggest that you read the Highway code or the road traffic act 2004. Muppets? 1100 people applied for my job - just call me kermit

  • @dahonis come the day you break down in lane 3 of the motorway or you are involved in an accident you might just think again, try asking the millions who have been in this situation, with traffic passing at 70+ whilst there stranded in a running lane, or someone broken down with no recovery in place or a vulnerable passenger on board and the traffic officers are first on scene, try asking if they think the hato's do a good job.....think they would all be greatfull they are there.

  • Even the word 'customer' is a statutory (legal/juristic/commercial) term. It's 'words of art' that the legal system uses to confuse and confound us. Best way to win is to not participate at all. Total non-compliance is a good place to start.

  • There are "for" comments saying they deal with fatal accidents, clean up and help people who breakdown.

    My last post I said the majority of drivers and riders have breakdown cover. I'd also add that they cannot deal with fatal RTA's which is rubbish, only the emergency services can do that. The medical supplies shown in the clip seem to be tissues wipes and plasters!

    But theres always the cleaning up!

    I agree that they're needed but not in the numbers there are!

  • I do agree with what ''enddebtslavery'' is saying, but I think the idea of the Highways Agency staff is a good one, it is the only one I agree with, because they will help broken down motorists if they have run out of fuel, and in a situation like that it is helpful to have that support, especially if you are a woman on your own whith children and you are stranded. It helps to have people nearby who are coming to help you.

  • "Wombals" have got powers to reomve vehicles and stop vehicles. They also have a umber of other powers to their disposal if they wish to use them but most of the time they try to ort the situtation out before using these powers. Wait until you need the assistance of them before you judge their existance.

    What I find odd is that those who claim we are creating a 'big brother' state with more controls, seem to miss the fact that power out on the streets has become diluted with less warranted officers. How can control be exerted with increasingly fewer bodies with the power to make it happen?

  • This does help us free up time rather than having to stop for hazards such as breakdowns. We can deal with serious emergencies and the stopping of dangerous suspects with all the police resources we have, not having 2 patrol cars stopped looking after someone who has broken down and picking up debris that could potentially be a hazard...

  • they can, as can any member of the public, report traffic offences to the police, and then can act as a witness, so actually you are wrong, but they do not have any speed detection device on board so you can usually get away with a bit of excess speed! :)

  • @dadie78 I hope you never hit any debris in the carageway whilst traveling at 70mph, the destruction that can cause is frightning, what would you suggest, for example a large length of steel falls from a HGV should it just be left in lane 3 to cause a multi car pile up causing many injuries, damage and even greater delays ........hmmmmm think not, look at the bigger picture, 1 day it might be you who needs our help....

  • Mmm think some of you need to look at the Traffic Management Act...they now how the power to stop a vehicle if load is unsafe..they can remove abandoned vehicles,they have the power to stop and direct traffic...The act is left open ended and this is for a reason, me thinks!!

  • They have the power to do absolutely nothing, cardboard coppers. They can maybe help you change a tyre or pick up a crisp packet in the road which we pay for.

    Yet still English roads are probably now some of the worst, pots holes, speed bumps, sunken manholes.

    I'd rather get them fixed than pay someone to do pretty much nothing !

  • I know a few of them & they do a fantastic job. Some are ex police. NONE of them want/pretend to be Police. They have dealt with serious fatals, cleared debris from live lane to minimise more RTCs & they are generally a good bunch as they keep traffic moving

  • I do not 'slag off' people who put their lives at risk - although it is their choice to undertake this role.

    I believe that the money would have been better spent in road traffic policing. The HATO's were designed to provide a highly visible presence - at half the price of a Police Officer. However, since they are always double crewed and Police cars are usually single crewed there is no gain - only the loss of the Police Officers training, experience and law enforcement duties...

    Of course I realise how duties are divided under the Traffic Management Act 2004. My point is that until this new legislation the Police looked after both which ensured their regular presence on the roads. This meant better lane discipline, slower speeds and more conscientious driving all round.

    Drive past a Police car and your driving improves for a long distance - people ignore HATO's and speed up straight after the cameras...

  • I totally agree with AdeliaTV, driving standards today are appalling and it the standard of driving that creates most traffic problems on our motorways. Therefore spend the money more wisley on traffic police not HATO's, who when the public see them speed past them and ignore them as they cannot do anything.

    RPU units (police traffic units) are habitually double crewed due to the nature of the job, in other words, during a pursuit one drives, the other uses the radio. They are teams of two, each allocated a long-term partner. On the occasions you see a lone officer, his/her partner is off sick, on annual leave, on a course.

    Police do have the power to 'remove' uninsured drivers by taking their vehicle away at the scene.

The police are still present but can now concentrate on those who commit crime.

  • @AdeliaTV Your opinion makes no sense. The entire point of HATOS is to take the pressure off traffic police for the more minor things that they didn't necessarily have to deal with, so that they can be free for the more police-appropriate duties.

  • @mattgw1973 Not true, the RPU have a range of responsibilities alongside 'crime'. They also attend RTC's with a view to establishing cause & the taking of statements, in addition to maintaining continuity of evidence in the light of an inquest. Not all RTC's are connected to an associated crime.

  • Surely the question should be: are the HATO's value for money? I was told that it cost £113m to implement the change over to Highways Agency Management - how far would that money go if handed over to Police Traffic Departments?

  • It certainly wouldn't go into traffic management. I did hear, that the revenue retrieved by claims against drivers insurances that damage roadside unfrastructure, nearly pays for the HATO service on it's own. This is because when the police were responsible for the green claim (more paperwork) only approx 15% got done, (lots of reasons why) now the percentage retrieved is around 85%.

    I can't point you to any articale saying this, it's just something that I heard (& maybe wasn't supposed to!)

  • I've heard something similar myself - not sure if these green claims could really account for so much cash but is a fair point.

    However, the motorist still pays - through our insurance premiums. I would prefer that Police Traffic Officers were properly funded and were able to remove dangerous drivers and uninsured vehicles...

    I'm sure Police Officers would be happy to fill in the green forms if they had the resources the Highways Agency enjoys...

    The one thing that limits all police officers is the amount of paperwork they have to fill in and also which targets they require all set by the government...

  • good point but i would rather give the Traffic officers durisdiction to act therfore it saves time as it means the TO's can act rather than just try and get hold of a police officer on the motorway

  • The claims pay for the damage and nothing more. That's the physical damage. NOT the time of the traffic officers.

    As for the resources... its a completely different way of funding...

    The highways agency is funded centrally. (Direct from the DFT) Where as of course the police forces are paid for locally (hence county forces, and the bit on your council tax bill that tells you how much went to the Police...?)

  • A county force could never expect to be able to pay for the running of the motorway. Oh and please bear in mind that Highways Traffic officers are paid less to do the jobs that police officers used to do......

  • personally I take offence at your comment re 'just contractors' because a- as you are civil servants we pay your salary through our taxes and b-our renumeration is superior to yours so I think we should be afforded more respect! if your statement is an example of the customer service ideal within your organisation god help the road using public!

  • its very well going on about the highways agency traffic officers but what about the original Incident support unit. The I.S.U's are much more well equipped to deal with accidents and should be given back there original powers so they can deal with accidents without HATO's being there. This was the case before the traffic officers were introduced.
