Well...LBJ, McNamara and Kissinger were all too old to fight wars. Regardless, the implication is that if you aren't a vet or in active service you shouldnt prosecute a war. This is called a "junta" and is very anti-democratic and flies in the face of the notion of a civilian-controlled military [which is a good idea]. Korea was blessed by the UN [so it MUST be good!] in order to stop a Stalinist regime from taking the whole peninsula; Vietnam was, well, Vietnam- same logic as Korea though less successful due to men like Kerry. And you're right- how DARE those Marines guard our embassy in Beirut! They were practically begging to be bombed! The combined operations time of Grenada and Panama was, I think, about 26 hours so I'm not sure what the problem is there. Iraq I and II were responsible acts of statecraft.

You neednt have military experience to formulate foreign policy. Kristol approached the war from a strategic, theoretical POV- he wasnt moving divisions around the map and telling CENTCOM what to do. The Kagans engineered the surge and none of them served. There are many great military historians/thinkers [Keegan, Hanson] who never served but nevertheless have worthwhile views. Mil experience CAN be useful, but it is not necessary. Grant was useful IN WAR, but a total disaster as president.
