Actually, I think this is a case of withdrawal symtoms from drinking alcohol. You can either continue to drink or go see a doctor. If you sleep I think you can run normally again but you'll still be in withdrawal.

Yeah, actually most scematics are looking around if you look hard enough :p just scavenge towns are aren't actually on the map, 3 random houses aren't a real "town" and aren't a quicktravel location, but they may have a lot of good stuff to take.
