@truecountrygal I just use an airbrush on a new layer and lower the opacity. With the moon I also set the layer mode to luminosity to make what the moonlight touches seem brighter rather than just whiter. That's how I do it in Paint Tool SAI anyway.
Dang I wish I could draw that good. Still practicing though. ^_^
