@bigyaz Side walk might be public but the building aint. If you were filming for your own personal usage, you wouldnt have any problems. However, someone with press badge and proper production camera is not exacly way you film stuff for private use. So you need to ask premission to film the building.

It doesnt matter where are you filming from, it matters what are you filming FOR and WHAT is in the viewfinder/tape.

If law enforcement has other reason to suspect you're up to something nefarious that's a different matter -- if they had probable cause. But the simple act of taking pictures of ANY building (or airport, or nuclear facility, etc.) from a public street or sidewalk is absolutely protected, whether you're a journalist or a citizen.
