The threat of a nuclear war was very immanent, and with reports coming back of brainwashed Soviet spies, the United States had to do something. Yes, it was awful, but everyone lived in constant fear that there were Soviet infiltrators waiting to strike at the heart of America. The CIA was authorized to do experiments that would compete with the Soviet mind control process and/ or find a way to break the brainwashed people.

If you want even more details on Ewen Cameron's experiments, pick up a copy of "The Shock Doctrine" by Naomi Klein. Chapter 5 has a very densely informative description of Cameron's programs, the motivations, methods, and results.

I completely agree with Dr. Cameron's statement that the "end justifies the means" especially when dealing with the "waste of human potential."

That woman wouldn't have made anything of her life regardless of whether or not the government was doing tests on her. I'm not assuming anything.
