The greeny-black creature in the red loincloth is the Goblin Gambler who sells goblin lottery tickets. The Gigglegibber goblins are always interested in making profit and have a goblin lottery vendor in most major areas, as well as sending in agents to profit from various other festive occasions (e.g. selling haunted house tour tickets around Hallowe'en).
