It is drawn to look like like a cross between a regular cartoon and Anime. They then ship all the storyboards, drawing instructions and voice tracks to Korea to an animation studio who follow the instructions and ship back the finished project. The show is still American.

This also occurs a good deal after the original Avatar series. It is possible they are going for a more modern setting for the Legend of Korra.
