Not sure. I am not sure if the house was occupied or vacent. I think they were running hand lines at the back of the house, but they had to wait till the water supply was fully set-up before flowing the towers master stream. Initially they were running only from tanker water.
Because it was a tanker operation. There is no hydrant in the area which is why there is a tanker truck in the front driveway. This takes time to set up and get underway.
