This scene is about the moment where the Soviet troops are about 20-50 km from Berlin, but Hitler believes that is Steiner could mobilize enough people, they could still win.

However, as the people in front of him say "My Führer, Steiner could not mobilize enough men and wasn't able to carry out his assault" Hitler sends everyone but Keitel, Jodl, Kreps and Burgdorf

At the end, he admits that " Die Krieg is verloren - The war is lost" and says that - "but Gentlemen, if you believe I am going to leave Berlin, you are seriously mistaken, i'd rather blow my brains out. Do what ever you like"
