A million volts by itself is no big deal. Many things produce such high voltages; a "potential difference". Any real damage is caused not by the voltage but by current flow, as in lightning. It's possible to have a huge voltage with very little current to flow, and this is quite safe. Unscrew the spark plug on your motorbike, keep it connected to the power cable, & hold it while you kickstart the bike. The voltage is thousands of volts, but the current is tiny, so you will barely feel a tingle.

It seems to me that balloon dad was counting on the general public not being aware of basics of voltage and current. So he glibly drops the words "million volts" to get sensational publicity. Does the guy just disappear while taking the 911 call? Doesn't show much interest. Strange. This video shows him releasing the balloon himself. I thought he was supposed to be indoors and one of the other boys come running inside with the "bad news" that the balloon was gone? Pathetic acting all round.
