I know I cough sometimes from vaping. Yes the heat CAN make you cough. If you run your atomizer pretty hot then it's more likely to make someone cough. Sometimes the throat hit is so intense too.

if he is a regular smoker then he probably has to cough... its just random sometimes and sometimes the heat can trigger it. also take note he has his own smoke shop so his lungs probably arnt 100
