I admit, I actually like Highlander 2. It's because I made the "mistake" of watching this first, before watching the first movie.

the movies as a group are fucked, their all over the place and dont make much sense. the series is where it's at

To quicken means to make alive again so I guess "The Quickening" is referring to the resurrection or the quickening of Ramirez. Or it could be referring to the unbreakable bondage between Ramirez and Macleod through the quickening. It's hard to tell what this title was aimed towards. But I liked the movie despite its legendary badness. BTW great review.
