The RNG? Glad you asked. It determines the percentage that have to hit. If you have 77 as your hit (which is a %, btw) and the RNG comes out with 77 or lower, than you hit. If it is higher, you miss. It works the same way with criticals, although it is worth pointing out that it checks for hits, then criticals, so if you have 77 for a hit % and 100 for a critical %, you can still miss.
