Hey, I'm NOT an official, but a competitor, BUT...

Check the 1st Momi Cup 2011 Winner video. In Uploader Comments, Yamilucy implies that both MME and post/aftereffects are permitted ("of course you can, honey"). Also, nothing says you can't, and others are using MME for their submissions.

- have "MOMI Cup" at the start of the title.

If you don't have MMD, then google where to download it (it's like 5MB) and watch some tutorial on youtube...

Then, find your idea, make your best effort, and submit! :)

I saw this last year but didn't know much about it. In the rules, it said it had to be made in MMD. Does this mean I can't edit it in Widows Movie Maker? I don't know, so if someone could tell me, that would be great.

@LycoriProductions it specifically states that post-production is allowed, which means that even though the animation program required is MMD, you can use windows movie maker or sony vegas or anything else to add special effects or the such
