Might be better to actually try talking to the guy. If he's a CB'er then yeah report him to the FCC as they shouldn't be running more then 4 watts AM or 12 watts SSB. If its a ham radio op they're usually friendly and will help resolve the situation. If there's a problem with their setup leaking RF they have to repair it because hams are required by federal law to keep their shack in working order. However, if everything is in working order I'm afraid you're SOL.
