it depends on the quality of the laser the place where your getting it from ect but for a good genuine laser to light a match it would have to be about 75mw+ and that would be about $150+.i don't know much about smuggling but if you put it in the right place i guess it wouldn't be to hard.
Most (not all, but most) street lights have a little bulb on the very top, like a little tiny lump. This is a light sensor that senses when it's day and when it's night and adjusts itself accordingly. If you shine a laser over 15mW into that little lump, it will most likely turn off the street light by flooding it with so much light that it thinks it's day time. If it doesn't work then either the laser isn't powerful enough, the street light uses a timer system, or it's the wrong angle.
well i can shine it on a building downtown 6 miles away and you can easily see it reflect off the windows of the big casino but my camera isn't good enough to catch it it.
