In the 1980's there was a case where a guy was having trouble with a cop and the cop pulled him over and wrote a citation. The guy left but returned minutes later pulling up beside the cop. He raised a shotgun and blew the cops face off leaving him disabled and putting the entire department in a state of horror. That incident has always stuck in my mind.

@RCK502 Civilian review boards costs money that people dont want to pay/tax. Many larger PDs have civillians involved in their internal affairs and their rate of disciplinary actions is the same as towns without the civillians. Alot of people just have a hard time submitting to authority and they end up getting an attitude adjustment. Just "walk straight and keep your nose clean" and you probably wont have any problems.
