Thats not the reason in Japan there was this sega Magnet modem thing and you could only get it with that but since magnet was never released outside of japan this game also didn`t reached it.

Yes it is. You need to have a Genesis emulator to play it though. To get the rom, simply google "Sonic Eraser Rom".
