Yeah, that makes a lot of sense. Not saying it's right for someone to do that, but I can definitely see that happening, someone mistakes a junk boat for someone's boat that capsized in the river. I'm lucky enough that my squad is miles away from anything but a little stream. Water rescues are my least favorite assignments.
