@didickcheeseburger if they did the engines would be destroyed with turbo's it's not the rpm that matters it's the torque with turbos you will have essentially a faster engine and more efficient one too about 16k max rpm I hope they sound like the 1980's turbo's they sounded great
Doesnt look too bad to me on dowforce I reckon it just needs some setup work to get it properly balanced. I recommend put the ballast a touch to the back then move the brake bias a touch to the rear so if 60 fr -40 rear put to 56 fr-44 rear etc then add a touch of rear wing and remove a touch of front wing then the car rear shold take more of the strain thus the front locking and front snapping should be massively reduced "in theory anyway but Ive never driven an f1 car so i wouldnt know lol"

i hate the lower rev limit. put it back up to 19k. 2013 is gonna suck with the 12 or 13k redline four cylinders.
