I think your explanation for Hold Relax is a bit convoluted; the purpose of agonist-antagonist muscle activation is to utilize the GTO to relaxe an agonist after a sustained contraction has been applied to it, not to fatigue the agonist through muscular contractions.
If she's doing an active flex - than isn't it contract-relax? While hold-relax is a passive technique?

This looks more like Contract relax since it used the Antagonists (although she didnt contract 100% max)
