President Grover Cleveland vetoed it on the basis that he didn't think that Constitution authorized gov to do that. So what happened? The American people sent $100K to relieve the people of TX. In 1906 a terrible earthquake hit San Francisco. No gov sent any money at all, but many $1000s were sent as relief. Traditionally non-gov, non-profits orgs handled charity & did a far better job than gov.
