If a defensive back were "attempting" to grab the jersey of a wide receiver going out for a pass, but only "grabbed air", would that be cause for an interference penalty? If a tackler went for the horse collar of a runner, but pulled the bottom of his jersey, would that be cause for an "attempted horse collar"...good God, the bias by the refs AND the announcers...
