His method of "jumping" people refer as skipping the ball.... its very easy.

In a real pool match you HAVE to hit on top of the cue ball. so you want to strike down on it and when you do the force makes the cue ball jump.

This type of jump is a scoop shot where the cue goes under the ball and scoops it upwards. To execute a legal jump shot you must elevate the cue at about 45 degrees and strike down against the cue ball popping it upwards of the felt like a rebound. It's like hitting a basketball that's laying on the ground and making it jump up... though not anywhere near as simple. Lots of resources online will give you more info on this...
