There's actually 8 Law and Orders because there are separate Russian versions of Criminal Intent and SVU adjusted for the Russian legal system, plus Law and Order, SVU, Criminal Intent, UK, Trial by Jury, and Crime and Punishment

It's a eighth note pickup. In other words, the up beat before the first down beat. Like, when you count it off, you go 1-2-3-4 and start playing right after the 4 instead of waiting for 1.

There was also Conviction, but that wasn't prefaced with the Law and Order phrase, even though they had a character from SVU.
